Marc Girouard
Co-Founder and Partner
Marc Girouard is Purpose Partner Co-Founder. An engineer by training and a policy strategist by craft, Marc has advised space agencies, spectrum regulators, and technology companies on several aspects of spectrum management, from international campaigns to obtain spectrum allocations to market access in more than 50 countries globally. Marc worked at the Canadian ICT regulator (ISED) for more than 25 years, where he managed relationships with industry, led Canadian delegations in international and bilateral negotiations, and developed technical and policy toolkits for the introduction of new wireless technology. Marc was appointed Chair of the CITEL working group preparing for the 2019 World Radiocommunication Conference.
Following his retirement from ISED, Marc founded Alcance Consulting where he provided services to companies and governments in the Americas. Since co-founding Purpose Partners, Marc has expanded the business into Europe, Asia, Middle East and Africa, regions where he provides strategic advice to governments and industry in various aspects of telecommunications regulation.
