David Kershaw

David is an expert specialising in radiocommunications, and spectrum management including the international Radio Regulations and
associated procedures and has been working in the field for more than
40 years. David was initially employed by the New Zealand spectrum regulator, where early in his career he worked on technical aspects
of the radio spectrum. Later work focused on management of spectrum
auctions, including analysis and
development of rules relating to competition in communications
markets. His roles and experience later broadened considerably to
include policy analysis and international negotiations concerning spectrum management.
After 30 years, David left government service to start a consultancy firm, enhancing his understanding of
the commercial drivers within the communication environment. David has spent
more than 10 years advising several telecommunications companies on how their radio spectrum needs
can be met, mainly in the international environment.
